UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new poll of municipal councils, English councils are planning to sell community centers, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise service redesigns and utilising savings to weather growing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its property management strategy featured the disposal of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Broader Fiscal Pressures

The survey of councils in the coalition, which includes several urban centers, also found that over seven in ten of councils will need to increase local levies next spring to address the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Projections

A survey of regional authorities this week further found local finances being strained by the growing number of young people and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (IMD) covering English councils, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of challenges facing municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey found.
